According to the caption, two horsemen tow an inflated life raft back into a flooded residential area to remove additional evacuees after the East Nishnabotna River inundated parts of the city. A small boat is also shown carrying other flood victims. The caption is separate from the photograph and remains attached along the bottom with tape. An original AP stamp is present on the back.
