The caption printed directly on the photo says Truman signed the bill shortly before departing National Airport for Grandview, Missouri. Both men study the document, with Loeffler pointing toward the signature. The photo is mounted on black archival paper, with aged tape securing its corners and overlapping small portions of the caption. There are light surface scuffs, a few specks and scratches, and mild yellowing along the print edges. The central image and caption remain clear. Overall mounted size approximately 6¼ x 9⅝ inches.
