According to the caption, two men row toward a stranded automobile at a flooded underpass to secure a rope as widespread flooding affected much of lower Michigan. The photograph bears an original photographer stamp on the reverse reading "Allen H. Ashburn, Photographer, Mt. Lebanon, Pgh. Pa." Please note tape on the corners and age-related wear.
