Police described Eppich as an escaped German prisoner of war who fled a camp in England, stowed away aboard the liner Queen Mary, and escaped into upstate New York after reaching New York City. Troopers Frank M. Slezak and Corporal William A. Nennstiel are also shown. The caption is separate from the photo, with both mounted on the same piece of paper.
