According to the caption printed directly on the photograph, approximately 3,000 AFL union car operators went on strike in a wage dispute with the Key System, which operated buses and trains in trans-bay traffic. The strike affected roughly half a million commuters and produced a massive traffic jam leading from the toll gate onto the bridge. Measures approximately 8⅛x5⅜ inches. AP stamp on the back.
